On Thursday (June 22) in the "Zebra" ECK county governments ełckie met on a common emergency session of the Council of the County Ełckie, Elk City Council, the Council of the municipality of Kalinowo, Municipal Council Prostki, Stare Juchy Municipal Council. In a joint session did not attend only local Government of the municipality of Elk.

Session – which insisted on the Coat, and the President of the Elk-was convened to adopt the Government Tab, the text of which was accepted and adopted by more than 1600 local government officials from all over Polish. It is to remind both the ruling and the residents of what is local government, what is the role of the inhabitants, their representatives, how should the financing and organisation of and cooperation of local governments.

-The Charter of self-government, "we want to remind you how important the role of local and regional authorities meet in Poland. We expect the governing respect for the law and you notice that for 27 years Poland is developing thanks to the efforts of local governments, where their representatives or councillors, Reeves, the mayors, Presidents or hidden, are checked every four years and held accountable for their decisions , "said Tomasz Andrukiewicz Mayor of Elk.

In its content, local governments oppose the implementation and planned actions of the centralisation of the State, which remains at odds with the idea of decentralisation and subsidiarity. This admonition, as the voice of concern to local communities and encourage discussion about the proposed change should not and cannot be considered as initiating the conflict or any hostilities in their relations.

-We are concerned that the changes are happening completely outside Government. I understand that the Government has a mandate to rule and the parliamentary majority is, but you might want to ask those who are low, what possibly want change , "added Marek Chojnowski Starosta Ełcki.

-We know more, we are close to the people, we know their problems and their needs. The central authority should be largely completed by the municipality. I believe that the shift should go towards local government authority to regional and local authorities have more competence- explains Andrzej Bezdziecki, Mayor of Kalinowo.

After discussion on the legitimacy of the adoption of the Charter in unchanged form by 5 local government district was held ełckie vote. Voting results: 55 Councillors voted in favour of the document, the 11 raised his hand against, while one Councillor abstained from voting.

- We are in favour of dialogue, even on the most difficult topics and plans for reform of the State body -added the President of Elk.

"Self-government" was adopted on March 16, 2017, in Warsaw during the Forum, local government under the slogan "your fate in your hands." It was one of the largest in the history of the forums. It was attended by more than 1600 local government officials, who represent more than 600 local governments from all over the country.

Developed together content of "self-government" is reminiscent of the basic principles of the regime of the State Polish and roles of local governments in building a democratic order.
