ECRS to be the cornerstone of the revitalization and the seat for a full infrastructure and social capital to carry out this process. Will be there has focused efforts to participation, involvement, and support cooperation of social services and the formation of a new social space.

The functional policy ECRS to 2025, the functioning of the strategy includes taking into account the major paths of development, analysis of socio-cultural and economic environment. This document defines the potential ECRS, presents the mission and vision for the coming years, defines the strategic objectives, governance structure, the main path of cooperation with the local environment, and presents a diagnosis of possible problems in implementation of programmed politics. The assumptions was no m.in. during the meetings of the main stakeholders-Elk City, municipal social assistance Centre in Elk, and non-governmental organizations involved in the idea of the creation of ECRS.

Thanks to the adaptation of the building at ul. Kościuszki 27A and functional policy is deployed, ECRS becomes a modern place, a friendly local community, unique in the region. Will be at the heart of regeneration activities for residents, focused in one place social initiatives, social economy services, specialized support provided by psychologists, therapists and counselors.
